Councillors are chosen from across the country by participating provincial and territorial governments and the Government of Canada, for their experience and expertise in health care renewal.

Council meetings are held at different locations four times per year, enabling councillors to collaborate with others and learn about local initiatives, and what helps or hinders health care renewal in a particular region.
